Dockerfile.publish-bootstrap-tiers

# Bootstrap tier publisher for Railway.
#
# Railway always prefers a root Dockerfile when one exists, even when a service
# is configured for Railpack. This dedicated image keeps the publisher isolated
# from the web application's root Dockerfile while retaining repo-root access to
# the shared bootstrap tier registry.
