[Bug] Invalid UTF-8 in ACP agent breaks Biome checks

Description

The source file source/acp/acp-agent.ts appears to contain an invalid UTF-8 byte sequence, causing Biome to fail when processing the file.

Steps to reproduce

Install the project's dependencies.

Run pnpm exec biome check source/acp/acp-agent.ts.

Observe the internal I/O error.

Actual behavior

Biome reports:

stream did not contain valid UTF-8

The same error also appears when running pnpm run test:lint and pnpm run test:format.

Expected behavior

The source file should use valid UTF-8 encoding, and Biome should be able to process it without an internal I/O error.

Environment

OS: Windows

Biome CLI: 2.5.13

Additional information

TypeScript typechecking passed in the same environment, but the lint and format checks encounter the encoding error.

I can investigate the affected bytes and submit a PR if you assign me.
