aws-pricing-mcp: Include Savings Plans to AWS Pricing MCP #4704

Describe the feature

aws-pricing-mcp wraps the AWS Price List API. That API covers On-Demand and Reserved Instance pricing, but it does not provide Savings Plans rates. Savings Plans rates live in a separate API, savingsplans:DescribeSavingsPlansOfferingRates, which isn't exposed by aws-pricing-mcp.

Current Workaround: Use the aws-mcp server's run_script tool, which runs Python with call_boto3 access to AWS APIs to retrieve the savings plans pricing. Having savings plans rates in aws pricing mcp will be more convenient.

Use Case

Use Case: Want to do migration cost estimates with savings plans included using AWS Pricing MCP. However, the savings plans rate are not available.
