[cli-consistency] CLI Consistency Issues - 2026-10-16 #69382

Summary
Inspected 46 top-level commands (help files in /tmp/gh-aw/agent/help-output/) and compared them against docs/src/content/docs/setup/cli.md. All commands and all long flags appear in the docs. No high or medium issues were found. There are 3 low-severity inconsistencies in flag descriptions:
