Specification Test Enforcement

This PR adds and updates specification-driven tests for three round-robin packages.

Test Derivation

All tests are derived from README.md specifications, not implementation source code. The generated specification suites compile and pass for all three packages. Experimental Cobertura coverage was uploaded with label spec-enforcer/generated-tests.

Spec-Implementation Mismatches

• console.RenderStruct retains a zero-valued field tagged omitempty and renders a dash, while the README states that the field is omitted. This existing mismatch remains documented in spec_test.go.

Validation

• go build and go test -v -run TestSpec passed for all three packages.
• make agent-report-progress passed formatting, lint, schema freshness, impacted tests, and workflow lock drift checks.
