Move the workflow actions that still run on Node 20 or older to their first release that runs on Node 24, and build the frontend with Node 24. GitHub removed Node 20 from hosted runners.

Each new version is the lowest release that declares node24. Actions that already run on Node 24 or are composite are unchanged: actions/checkout@v6, actions/stale@v10 and jlumbroso/free-disk-space.
The MSVC setup, commit-hash and release-creation steps are left as they are on master, as requested in review. These still use older runtimes: ilammy/msvc-dev-cmd@v1 (node20), prompt/actions-commit-hash@v2 and pr-mpt/actions-commit-hash@v2 (node16), anzz1/action-create-release@v1 (node16) and actions/github-script@v3 (node12).
Related Issue / Discussion
Part of #2229. The MSVC, commit-hash and release workflow updates will land separately.
Additional Information
Verification:
actionlint 1.7.12 -shellcheck= -pyflakes= .github/workflows/*.yml reports one error: actions/github-script@v3 is too old to run. That step is part of the release workflow left for a separate change. With that error ignored, the run passes. ShellCheck and Pyflakes were not run.
The action.yml of every updated action at its new ref declares node24, and every with: input the workflow passes is defined there.
Release notes for the new majors list no removed inputs that this workflow uses. setup-node@v5 adds automatic caching only when the root package.json has a packageManager field. This repository has no root package.json, so caching does not change.
The frontend installs with the frozen lockfile and builds under Node 24.22.1 with pnpm 10.15.1, including pnpm run build and pnpm run build:header.
git diff --check passes.
The Windows, macOS, ROCm and Docker jobs were not run locally. They need hosted CI.
Updated the tools used in the project’s build, packaging, and release workflows across Linux, macOS, and Windows. The changes include newer versions of workflow actions and Windows CUDA setup tooling. Workflow conditions and artifact naming remain unchanged; no direct changes to user-facing features are included.

Explanation
The title "ci: update workflow actions for Node 24" is a short, specific conventional-commit style summary. It matches the main change in build.yml, where GitHub Actions versions are bumped to releases that run on Node 24 and the frontend build moves to Node 24. It does not cover every detail, such as the Docker and ROCm action bumps, but that is expected.

The description follows the template. It has a Summary that explains what changed and why, with a table of action version changes. It has a Related Issue / Discussion section that links #2229 and notes the deferred MSVC, commit-hash and release updates. It has an Additional Information section with verification notes and a checked contribution guidelines checkbox. The template's section headings all appear. No screenshots are needed for a CI change. The description is detailed and matches the narrowed scope reported in the PR objectives.

Explanation
The whole-PR diff from merge base be486498 to head ef8aa21 changes only .github/workflows/build.yml. Every hunk changes an action reference, a Node version (20 to 24 for setup-node in the frontend jobs), or a version pin. Each change falls within #2229's request to update workflow action references and use Node 24 for the frontend toolchain. The earlier stale-workflow and close-inactive changes no longer appear in the diff, and the Dockerfile Node 20 installs are not changed. No unrelated source, dependency, submodule or C++ change appears. The raw summary reports no changed declarations and no changed workflow conditions or artifact names, which the diff hunks support.

Full details: Linked Issues check
Explanation
Issue #2229 is open and directly linked, so its coding requirements apply. The reviewed head changes only .github/workflows/build.yml (+43/-43). The diff shows these requirements met: action references are updated to new majors for checkout, setup-node (node-version 24), pnpm/action-setup (pnpm 10.15.1 kept), upload-artifact, download-artifact, cache, the Docker actions, ccache-action v1.2.21 and Jimver/cuda-toolkit v0.2.35. The frontend Node setup uses Node 24 in the relevant jobs. Unmet requirements: (1) #2229 asks to replace ilammy/msvc-dev-cmd with a Node 24 MSVC setup action while keeping the MSVC target architecture. The diff keeps ilammy/msvc-dev-cmd@v1, which the PR description states declares node20. (2) #2229 asks to replace anzz1/action-create-release with softprops/action-gh-release and to keep the tag, commit and release-ID handoff. The diff does not change the release-creation step. (3) #2229 asks to update the release upload script to the github.rest.repos API. No script change appears in the diff. (4) #2229 asks to update the remaining action references in all workflow files. prompt/actions-commit-hash@v2, pr-mpt/actions-commit-hash@v2, anzz1/action-create-release@v1 and actions/github-script@v3 remain in build.yml. The PR description says these are deferred to a separate change. The deferral does not remove the requirement from the open issue. (5) #2229 asks to handle the disk-cleanup action's renamed input and changed swap default explicitly. The diff does not change the free-disk-space step, and the PR description says the action is unchanged. The PR is a partial implementation of #2229. Hosted Windows, macOS, Docker and publishing paths need CI validation, which is not a coding gap. The earlier PASS result applied to a head that contained the MSVC and release replacements. Those changes were reverted at ef8aa21, so the earlier conclusion no longer holds.
Resolution
Either (a) implement the unmet #2229 items in this PR: replace ilammy/msvc-dev-cmd with a Node 24 MSVC setup action and keep the x64 target; replace anzz1/action-create-release with a Node 24 release action and keep the tag, commit and release-ID handoff; update the release upload step to github.rest.repos; update the remaining commit-hash, release and actions/github-script references; and make the disk-cleanup input handling explicit. Or (b) have the maintainer narrow #2229 to the action bumps in this PR and create a separate open issue for the MSVC, release, commit-hash, github-script and cleanup work, then link this PR to the narrowed issue only.

The Docker build installs Node 20 here, independently of the workflow’s setup-node step. The MUSA, SYCL, and Vulkan Dockerfiles do the same. Their frontend builds therefore do not use Node 24, and Node 20 is past its support date. Update all four Dockerfiles. (raw.githubusercontent.com)

@coderabbitai The Docker Node 20 installations are pre-existing in the base commit and run inside the image build, independently of the Actions JavaScript runtime. This PR updates workflow action runtimes and the workflows' frontend toolchain, as requested in #2229. The Dockerfiles are unchanged; the ROCm Dockerfile also has the same existing Node 20 installation, so that would be a separate five-file update.
I am keeping this PR scoped to the reviewed workflow changes. Does the current head have any remaining actionable findings within that scope?

@coderabbitai The Dockerfiles' Node 20 installation is pre-existing and outside this diff. It is tracked in #2231, which covers all six Dockerfiles (including the base and ROCm images). Contributing guidelines ask for an issue before dependency-update PRs, so that change will follow separately once a maintainer weighs in. This PR stays scoped to the workflow runtimes from #2229.
For best results, initiate chat on the files or code changes.
@Project516 Agreed. The pre-existing Docker Node 20 installations are outside this PR’s workflow scope and are tracked separately in #2231. They do not require a change in #2230.
This clarification does not verify the current workflow changes or the hosted CI paths.

Could you narrow this PR to the Node 24 migration only? Please keep the frontend Node version update and the action version bumps needed for Node 24 support, and revert unrelated upgrades and action replacements. I’ll handle the MSVC setup, commit-hash handling, and release workflow changes separately.
Narrowed in ef8aa21. The PR now has only the Node 24 action bumps (lowest release of each action that runs on Node 24) and the frontend Node 24 update. The stale, free-disk-space and checkout v6 bumps are reverted, and the MSVC, commit-hash and release steps are back to master. The description lists what still runs on older runtimes.
