This PR is so I can run some of the checking infra without affecting existing PRs. - #44323

But it does actually solve a real problem, so I'm going to ask someone to review it

Hey Orta Therox (@orta), I've packed this into an installable tgz. You can install it for testing by referencing it in your package.json like so:

    }
}

and then running npm install.

There is also a playground for this build and an npm module you can use via "typescript": "npm:@typescript-deploys/pr-build@4.4.0-pr-44347-11".;
