Change Description

Moves all CI jobs that previously ran on every push to devel onto a nightly schedule at 2:00 PM US/Pacific (cron: "0 21 * * *", PDT):

  • 29 workflows: devel removed from the push: branch list; a schedule: trigger added. pull_request, release/**/tag pushes, and workflow_dispatch triggers are unchanged.
  • codeql-jpl-standard.yml / codeql-security-scan.yml: steps and the publish-findings job gated on github.event_name == 'push' now also accept 'schedule' so SARIF upload and baseline publishing still occur on the nightly run (scheduled runs execute on the default branch, so the refs/heads/devel guard still holds).
  • ext-yamcs-reference.yml pushed only on devel, so its push: trigger is replaced entirely by the schedule.

Rationale

Running the full devel CI suite on every push is a lot of compute at once; batching these jobs into a single nightly run (2 PM Pacific) reduces load while still exercising devel daily.

Testing/Review Recommendations

  • Verify the cron (0 21 * * * = 2:00 PM PDT; note GitHub cron is UTC, so this drifts to 1:00 PM PST in winter).
  • Confirm scheduled runs execute on the default branch so the CodeQL upload/publish guards fire as intended.

Future Work

None.
