Starting point for packaging guide cleanup #8
Description
Some questions:
- Do we want to add redirects for obsolete pages? Or just remove them? Things like pip-vs-easy-install still show up, and some are
orphanso they don't show up unless you know the URL. - What do we want to do about tool recommendations? Like for
tutorials/installing-packages.rst, should we add tabs with pip and uv, for example? - Should we rename and generalize the setuptools guides? Or redirect to setuptools docs, etc?

We answered the first question in the issue description today: we do want a 404 page with a redirect, hence pypa/packaging.python.org#2165. Once that's in, we can start cleaning up some of the very outdated/obsolete content.
