Why

Hebrew-speaking users get an English UI today: he-IL falls back to en. The right-to-left groundwork is already in place (textDirectionForLocale maps he to rtl, the shell uses logical CSS, and user text uses dir="auto"), so the missing piece is the locale and its catalog.

What changed

• apps/web/src/locales/he/messages.po: all 1142 web messages translated. Wording is gender-neutral, with noun labels for actions (שמירה, ביטול) and infinitive or impersonal instructions (יש להזין…, אפשר לנסות שוב). Product and protocol names (MCP, OAuth, API, webhook) stay in Latin script. ASCII apostrophes are avoided in favour of the Hebrew geresh (׳) so ICU quoting is unaffected.
• lingui.config.ts, ui-locale.ts (label עברית), i18n.ts: register he. normalizeUiLocale also maps the legacy iw / iw-* tag, which some browsers and Android still report, to he.
• dictation.ts: he uses he-IL for Web Speech.
• Tests: he added to the catalog sweeps and every activation loader map, a Hebrew catalog assertion, normalizeUiLocale cases for he and iw (the unknown-locale fallback case now uses sv-SE), and a UI E2E that picks עברית and checks lang="he" and dir="rtl" across a reload.

Mobile (apps/mobile) is not included. It has its own catalog and can follow separately.

Testing

• pnpm lint, pnpm check and pnpm test pass.
• The web production build passes, and intl:extract reports 0 missing messages for he.
• pnpm test:e2e -- --spec=e2e/ui-locale.spec.ts passes for all six locale scenarios, including the new Hebrew one. Its screenshot shows the settings dialog fully mirrored, with the section navigation on the right.
• Every translation was checked automatically for identical placeholders, JSX markers, and plural and select keywords compared with the source message.
