Fixes #3322

Summary

• Add sdk::session::SessionRouter for durable turn.create, turn.prompt, turn.steer, turn.abort_and_prompt, and paginated turn.list dispatch.
• Bridge runtime conversation lifecycle and shared steering/abort control to serialized SDK event streams.
• Persist invocation state, terminal events, monotonic terminal-scope revisions, and restart reconciliation; block correlation-key routing while outcomes are unresolved.
• Add focused lifecycle, concurrency ordering, terminal persistence, recovery, and correlation routing tests; update the compatibility gap matrix.

Session lifecycle and reconciliation looks solid — persisting terminal-scope revisions and blocking correlation-key routing until outcomes resolve directly addresses the restart-consistency gap in #3322. The added recovery/concurrency tests cover the tricky parts.

Agree with the approach — merging this closes #3322 and unblocks the next SDK slices. One thing to keep an eye on: correlation-key routing now blocks dispatch while outcomes are unresolved, which could add latency in recovery-heavy workloads. The concurrency-ordering tests cover the tricky parts well.
